Provide leadership, education and support to build thriving individuals, families and communities.. Community Concepts was founded in 1965. The first program was Oxford County Head Start. In the mid-1980's, Community Concepts merged with the Androscoggin CAP. Community Concepts now serves over 25,000 people in Androscoggin, Franklin and Oxford counties.

Community Concepts is the community action agency (CAP) serving Androscoggin, Franklin and Oxford counties. We provide transportation services for Mainecare recipients, veterans, cancer patients and seniors. Community Concepts provides children's services, family services, heating assistance, homeless shelters, low-income rental housing, Head Start in Franklin and Oxford counties, Section 8 vouchers, family counseling, alcohol and substance abuse counseling, HeadStart, heating assistance and weatherization services, home building, foreclosure counseling, business loans, housing loans, and economic development. We help children prepare for the future, build family stability and growth, provide homeownership opportunities and stimulate economic and community development.
